General regulations for establishment of merchant's courts in Russia were published on May, 14th, 1832, which constituted the system of such courts - the predecessor of the present system of arbitration tribunals.

According to the Kaluga Region Record Office data, the Kaluga province merchant's court was established under the Decree dated May, 14th, 1832.

At present, in accordance with the Russian Federation Federal Constitutional Law dated 31.12.1996 No. 1-FKZ "About the Russian Federation judicial system", there are Russian federal courts, constitutional (statutory) courts and justices of the peace in the Russian Federation entities, which form the Russian Federation judicial system.

All arbitration tribunals in the Russian Federation are federal courts. The system of arbitration tribunals is a four-part one, and it includes: Supreme Commercial Court of the Russian Federation, federal arbitration tribunals of the districts (arbitration courts of review), arbitration courts of appeal, arbitration tribunals of the Russian Federation entities.

Arbitration Tribunal of the Kaluga Region is an arbitration tribunal of the Russian Federation entity - the Kaluga Region, which is situated 150-200 km to the south-west of Moscow.

Arbitration tribunal of the Russian Federation entity terms of reference cover, inter alia, at first instance legal investigation of all the cases under the jurisdiction of the Russian arbitration tribunals, with the exception of the cases attributed to the jurisdiction of Supreme Arbitration Tribunal of the Russian Federation.

The Russian Federation Arbitration Code of Practice 2002 currently in force includes a provision according to which the arbitration tribunal terms of reference cover the cases of economic disputes originating from civil, administrative and other public relations, as well as other cases in connection with business and economic activities. The arbitration tribunal special terms of reference cover the cases of insolvency (bankruptcy), corporate disputes, disputes regarding the protection of business reputation in the world of business and other economic activities.

Mr. Gubin Alexander Mihailovich  has been working as the Chief Justice of Arbitration Tribunal of the Kaluga Region since 2012.

Taking into account the cases investigated by Arbitration Tribunal of the Kaluga Region, the tribunal structure (21 judges) includes:

  • the chamber for processing the disputes originating from civil relations, which includes composition of the court No.1 to legally investigate cases of insolvency (bankruptcy) and composition of the court No.2 to process economic disputes;

  • the chamber for processing the disputes originating from administrative and other public relations, which includes composition of the court No.3 to process administrative disputes and composition of the court No.4 to process tax disputes.
